Regarding the gasket question, yes, they wear out. Older ones were cork... newer ones are rubber. The 'ears' on the caps can also be squeezed a bit to tighten things up. Things ought to be snug. They will vibrate loose (particularly the header tank cap) if they aren't tight enough.
