Bob: The solution to your problem is obvious. Have the A&P lie down on the hangar floor. Put both feet on his buttocks and both hands on his shoulders. Pull very hard. This should have the effect of pulling his head out of his ass. Seriously, this is one case where I don't think that it would hurt to sit the A&P down with his IA (presumably his boss), enumerate the issues that YOU found and the risk to YOUR butt and calmly suggest that he pull his head out before he gets someone killed and his business sued into non-existence. Guys like this are the reason why FBO insurance rates are tripling and why Avemco is out of the FBO insurance business entirely. Frankly, some guys really need a serious ass-chewing to go home and think about. If you don't see evidence of appropriate contrition, contact the local FSDO. If you don't care to be confrontational, then skip the prior steps and contact the FSDO directly. Yes, you might get your annual invalidated, but do you REALLY want to be flying an airplane signed off by these clowns in any case?
