Gotta stick in my 2 cents here. I'm probably reading more into this than is there, but just want to make sure. When you refer to "the difference in RPM" I hope you don't mean the discrepancy between ther indicated (tach) RPM and the measured RPM. That has nothing to do with the prop.
As far as the statement about repitching, someone's got it backwards, as Ed pointed out. INcreasing pitch, eg going from 48 to 50, is a step in the cruise direction and will decrease your climb RPM, climb performance and static RPM. For maximum climb HP, reduce the pitch of the prop untiil your static RPM is at the upper limit. For maximum cruise HP, increase the pitch till the static RPM is at the minimum.
