On the hole thing.  To have inspection access to the whole interior of
the wing structure while the wings are being re-covered is good for the
annual that you are doing concurrently with the recovering process.  
Cement the rings on at re-cover time and wait to cut them out on the next
annual inspection.    That is what people around here answer, but they
ain't fer sure.  FAA can probably be inflexible about this and gig you
for not having the inspection holes cut from the git go.  

Bob,   on covering the holes in  the root end of the wing, yes cover
them.  You don't want mice and vermin to have access to the interior of
your wing.  Mine are covered on the lightening (to make lighter) holes in
the root end of the wing where it attaches to center section.
