I had a shop do my tank because MEK is such nasty stuff and
I didn't want to breathe it. It took three days of soaking
with MEK, turning the tank every few hours. I think I paid
for 3-5 gallons of MEK.  But, that got rid of the old
"creamy" sloshing compound.

Actually, a riveted patch is not a bad idea, if done right.
The black stuff is probably "PRK." The proper rivets to use
are "CherryMax," not hardware store type. The Cherrymax
pull-stud is a good seal. Use PRK around the patch and on
the rivets.
