EAA has just been informed that the "Hover Bill" has been attached to the
FAA Reauthorization Bill that is before Congress at this very moment.  At
present, the FAA Reauthorization Bill is before a joint conference of
Senate
and Congressional leaders to work out the exact details of the final bill.

It is extremely imperative that you inform your representatives sitting on
the joint conference that the Hoover Bill is extremely important to all
pilots and should not be dropped off the FAA Reauthorization Bill.  

Your e-mail's or fax's to your representatives must reach them by Thursday
10/21/99.

This is the first EAA e-mail action alert and we consider the Hoover Bill
very important in preventing the FAA from abusing its emergency power of
revocation.  It was this abuse of power that the FAA used in revoking Bob
Hoover's medical certificate, which he eventually regained after a costly
three-year legal battle.

Dear Representative (or Senator),

 
I understand that you and other members of the Committee on Transportation
and Infrastructure are meeting with conferees from the Senate concerning
FAA
reauthorization, HR 1000.  An amendment to the Reauthorization Bill
addresses FAA abuse of its emergency powers of revocation.  Presently,
there
are both Senate and House versions of the amendment.  In order to protect
the rights of FAA certificate holders, I urge you to support this
Amendment
whether in the Senate version, House version, or as a similar amendment as
negotiated by the conferees.

However, I would appreciate it if you would consider supporting the Senate
version of the amendment.  I know that the specifics of the Senate version
have been reviewed by the General Counsel of the NTSB, and that he
confirmed
that the NTSB would be able to implement the proposed legislation set
forth
in that version.  Most importantly, under the Senate version, the NTSB
procedure for implementation of the amendment would be subject to rule
making, which will allow for FAA review and comment.  Thank you for
supporting this amendment, which is of great importance to FAA certificate
holders throughout the country.
