No, Wayne, a Service Bulletin is not the same as an Airworthiness Directive. AD's must be complied with, but Service Bulletins do not. However, should a problem arise, such as a crash due to carbon monoxide poisoning (?) a person's insurance company might possibly deny a claim due to the person ignoring the SB.
