This is usually (at least here in the NW) handled by the State DOT
Aeronautics Division.  Varies from state to state.  Here in Oregon, you
can
only (ha!) land on state approved sites - but from talking to a couple of
people who have their own, there is little hassle.  In Washington, there
is
a fellow who flies a Cub (Cub for hire) who lives in Burlington or Mt.
Vernon who gives talks on how to accomplish getting an airport approved
there.  If I remember right he says go to neighbors, get their approval,
fly
in and out for thirty days, get signed approval of neighbors and then go
to
county sherriff for final approval.  As I said, each state is different,
but
don't believe FAA is the one to contact about " private" fields.
