Brian, Boy , looks like you were taken to the bank !!!
What a shame there are "Licensed" folks out there like this. I wish I had advice for you to take to get re-imbursement - cause I think you should. Complain to the FAA ?// probably not; complain to the local pilots group and chance of lawsuite of character; list his name on the internet, and risk suite; no probably not. It is a real delima. Write a long carefully worded letter outlining your disappointments and expectations, asking for partial re-imbursment ---maybe. If you get a written reply, then you might have a case for small claims court....But, what a delima. Maybe there is help from AOPA, or EAA.....??? Thank goodness all AIs and A&Ps are not like this... As I see it, the real difference between a mechanic and a A&P license holder is a full understanding of mechanical things (flyable in this case), experience, judgement and willingness to assume responsibility. Anyone -well almost anyone - can replace all parts with new ones,: -it takes a mechanic to determine the airworthiness of a part/airplane - whether new or used - as suitable for use. I am sorry you got took! It shouldn't happen! Regards, Harry Francis 93530 Blacksburg, Va.
