I came across the February 1999 Private Pilot magazine and in reading the article I notice in the pictures of the coupe flying, that the nose gear is fully extended such that the scissors is laid flat against the back of the strut.
I also noticed that some of the coupes, but not all,  that flew out of the Thomasville, GA fly in did the same thing.
My coupe has a short cable between the top and bottom mounting point of the scissor that prevents the strut from extending fully.  I  can't find reference to the cable in the Service manual or the parts book.  What have you a'll got and how is it supposed to hang?  Someone at Thomasville said the cable was found on the M-10's.  N99997 is a D model.
