This is what hard quotas do, they deny an application write access beyond the quota. If you don't like it, use soft quotas instead or set your filesystem quota high enough that your user's won't bump against it unless they're well beyond where they should be.

I'd recommend soft quotas, they're much more reliable in my experience and much easier on the user/admin relationship :-)
