If I had to hazard a guess, I'd say you are using some broken startup script that you found on a random website, instead of the scripts which come with courier-imap. If pop3 is working, it may be because you're using qmail's pop3 server instead of courier-imap's. You don't specify the versions of anything, nor where you got them nor how you installed them.
