This file is an index of all the messages in the folder: the subject, date, 
sender, etc...  The index file is rebuilt each time messages are added or 
removed from the folder.

Messages are opened (in most instances), by their folder index position.  
The record in the index file is read to obtain the filename for the message, 
the message is then opened and read.
