This sounds like a bad design that is going to cause an administrative
headache in the near future.

If you use the qmail.schema, you can specify the type of account the
user has access to.

qmail.schema
...
attributetype ( 1.3.6.1.4.1.7006.1.2.1.12 NAME 'accountStatus'
     DESC 'The status of a user account: active, nopop, disabled'
     EQUALITY caseIgnoreIA5Match
     SYNTAX 1.3.6.1.4.1.1466.115.121.1.26
     SINGLE-VALUE )
...
                        
You might want reasses why you are doing it.
