[courier-users] maildrop won't escape single-quote

I have a maildroprc in Courier 0.40.1 that pattern matches MIME headers for potentially dangerous (to Microsoft machines) file attachments.

The "escape" function is not escaping ' (0x27). Any one else seen this?
