That all depends on what system you're using, how you are creating users,
etc. etc.

On most linux systems these days, there is an /etc/skel directory whos
contents are copied into the home directory when you create a new user
(generall with useradd/adduser). That is where I would look first. Beyond
that, the documentation for your operating system is probably the best place
to look, as this is not a courier issue.
