Hello,
respawnlo is set to 5H and there is no respawnhi file.
But maybe the problem is our provisionning system. Everytime a new domain is provisioned, there is a "courier restart" for the changes on the hosteddomains file to be in effect.
I guess these forced restarts are the cause. Could it be?

Do you have a "respawnlo" or "respawnhi" file in your courier
configuration directory? It sounds like you've configured courier to
respawn too often, and it's waiting for deliveries in process to
complete before it does so.
If so, you should see messages about the respawnlo or respawnhi times
being reached.
