Limiting the possibility to send mail to only once per minute looks to me like a very userfriendly AND abuse-preventing restriction, that could save many admins lots of trouble.
Is there a nice way to do this with courier?
Without commenting on how well this would work in practice, I'll suggest that such a thing would be pretty easy to implement by modifying the "ratelimit" filter in my courier-pythonfilter system such that it applies the limit to messages that are going to be relayed.
