There's not many alternatives. Sendmail, for instance, would not deliver the message to a recipient with quotes around the address.

No, they shouldn't, but if their card gives the wrong number to the ATM, is the problem in the card or the ATM? Is an ATM going to reject a broken card, or try to figure out what the card "meant" to say?

Probably not on the server side. IIRC, the apostrophy character is legal in email addresses, so Courier can't go around stripping it out.
