Then isn't

--without-tcpddns - use this option if you are running a small network 
without access to a DNS server. This option will cause couriertcpd to 
use the system resolver's gethostby  functions instead of issuing DNS 
queries. Also: you must initialize the esmtproutes control file with 
the IP addresses of all your servers.
