My courier configuration is set to only bounce on 'fail' or 'softfail',
which I think is reasonable. And I know that I can just configure courier
to not bounce on any SPF result code if this starts causing too many
problems.

I'm just curious as to why courier's SPF checking says fail when others
say pass.

Because you configured Courier to check the HELO domain address, in addition to the return address (probably).

The error message above shows that the address that fails the SPF check is 'mx53.smf.ebay.com'.
