You can succesfully log into the IMAP account, so your configuration is correct.
Try logging in using Mozilla Thunderbird. If you can access the folders with Thunderbird, then this is obviously an Outlook Express problem, and you'll have better luck looking for the solution in some OE-related mailing list or newsgroup.
