It's an incompetent spammer.

What appears to have happened is someone who's not exactly the brightest bulb in the pack, and who can barely scribble together a few working lines of code in D-flat, trying to cobble together a spamware generator and wanting to make its output look like regular mail. So he looks at non-spam mail in his own mailbox, sees the recipient's address in both the To: and the Delivered-To: header, and thinks that's how his spamware should send its payload.

And the rest is history.
