I'm trying to implement maildrop so that it can call spamassassin but
what ever I try the mail is delivered locally showing 'courierlocal' in
the mail logs. There is no evidence I can see that it tries to use
maildrop (no log entries).

If you see "courierlocal" in your maillog your conf should be ok. But if you want to be really sure, you can use a simple and nice "workaround": open file /etc/courier/esmtpd and change absolute path of maildrop with one  wrong (example /bin/maildrop, or what you want).
Restart courier and try to send you a mail. In your logs you should read: "/bin/maildrop: Not such file or directory" or a similar mistake. Now you are sure that maildrop was invoked! :D

Bye
Daniele
