Did you restart Courier, after making the changes in the configuration?Furthermore, you should not get 'connection refused' in any case. If you reached MAXDAEMONS, the connection should be made, but there will be no response until one of the existing connections drops off. If you reached MAXPERC or MAXPERIP, the connection should still be made, then you'll be immediately disconnected.
