In etc/courier directory, there could be a file named sizelimit. If such file is not present, default size limit (10000000 I think) comes into effect. So you can just try create it with any method you are comfortable with and put desired value into it. This is global value, affecting all mails coming through your mail server. It seems you can do per sender IP size limiting, maybe in smtpaccess config file/directory, setting SIZELIMIT environment variable. Look at http://www.courier-mta.org/courier.html for some more description. If all your local users are in some, say private, address space, this method be of use for you.
