Well, since you have already increased the user limits on the server and the app server can max out the mailserver infrastructure, you have the following choices: 1) Implement changes at your app server to reuse connections, proxy connections, or limit users ability to open new windows. 2) Add more servers to your mailserver cluster to handle the server load. The first costs too much time you say, the second shouldn't cost too much time but will cost $$. Its a tradeoff you'll have to make.
