"Forward" is a very generic term, and it can mean any one of a number of completely different things:
1) Take an email message's envelope recipient address, replace it with some other address, continue processing the email (by looking up the recipient's domain's MX servers and sending them the email, or delivering the email locally, if the new email address refers to a local mailbox).
2) Same as #1, except that if the recipient's address also occurs in a message To: or Cc: header, it also gets replaced.
3) Same as #1, except that all To:/Cc: headers are replaced by a single To: header containing the single, forwarded-to address. The original headers may or may not be quoted in the forwarded mail
4) Make no changes to the envelope address or the message's contents. Deliver the message explicitly to a specific mail server.
5) Same as #4, but the envelope address is replaced with another envelope address.
6) #1 through #5, except for a whole group of email addresses; usually an entire domain, instead of a single forwarded address.
How forwarding gets implemented depends on your requirements. You need to explain what you mean by forwarding, and how you want it to work.
