The only esmtp filter I use is filters/clamav-perlfilter and it must have
been automatically installed, or I've copied it from server to server over
the years, but I would like to mostly rate-limit local outgoing messages
moreso than outright block users (we just change their password) to give
us some times and a chance to lock down users with compromised passwords.

Most of my other courier based servers do not have either python or perl
installed (rpi, nas and small 128mb vps's) so would it be possible to do
some shell scripted (or PHP) rate limiting for local filters?

I mean, is it even worth trying to spend time on a non-perl-python filter
system or would it be a complete waste of time to attempt?

Can C code be run as a local (or esmtp) filter?
