The swivels tend to wobble. The non swivels are much more stable.
These chairs are good for a day at a time, for most people. If you've got
any kind of circulation issues/back issues, they're bound to cause a
problem. But that's the case with any cheap chairs.

Another bonus: the non-swivel chairs stack.

Another OTHER bonus: if you lean back hard and snap the plastic shell,
they're cheap to replace individually (you buy the base and the shell
independently). Not that I've ever leaned back and broken one.

Yet ANOTHER other bonus: the shells are available in a bunch of different
colors, so if you're looking to spice things up with some color, having some
variety to the colors of the chairs is nice.
