What I have found out that works really well is finding a speaker or panel of speakers to discuss a certain topic? Since you don't have a space, I would find out who is the sought after speaker, in your area, on a topic that would engage the audiences that you have in mind. And then allow that speaker to do it in a public location, i.e. library, museum, coffee house, etc.
