No, unfortunately that's not enough. Here are the relevant parts of the spec again:

http://www.w3.org/TR/html4/types.html#h-6.2

To quote from the XML 1.0 spec:

[4] NameChar ::= Letter | Digit | '.' | '-' | '_' | ':' | CombiningChar | Extender
[5] Name ::= (Letter | '_' | ':') (NameChar)*

And from the HTML 4 spec:

ID and NAME tokens must begin with a letter ([A-Za-z]) and may be followed by any number of letters, digits ([0-9]), hyphens ("-"), underscores ("_"), colons (":"), and periods (".").
