For that matter there is no big issue here at all but I am not
sure what value is there to keep this information even
in the CPAN testers database?
IMHO the tester system should have silently ignored the
module (in this version) as its declaration says it won't work
on this machine.

The N/A tells you that your makefile specified a minimum recommended
version and bailed out correctly before trying to do anything. That is
useful and worth reporting/tracking IMO.
