This is the new "metabase-friendly" version.   It shouldn't really
change things for existing users, but first-time users should find
configuration more intuitive.

If people would like to give it a try pretending to be a new user on a
fresh Perl, please give it a shot and let me know what you think.  If
it works well, the wiki should get updated to match the new
configuration approach.

Important Note -- Task::CPAN::Reporter is now the recommended way to
install CPAN::Reporter and the full Metabase/LWP/https dependency set.

Installing plain CPAN::Reporter is for custom setups with Socket or
File transport.
