Hi I've created https://github.com/cpan-testers/cpantest-reported - repository with disabling distroprefs (used by CPAN.pm) for cpantesters problems that were reported. Only specific versions is disabled, so if problem is fixed, there would be no need to remove rule.
The goal for this repository is to disable distributions that create problems for cpantesters. As many such distributions will never be updated, disabling latest version is enough. Also it allows to encounter and report only problems that were not reported yet. Rules from this repository can be easily converted to some other format. -- Alexandr Ciornii, http://chorny.net
