If the missing prereqs are detected by CPAN::Reporter, then *no* report
should be sent.  (Until we implement DEPFAIL as we discussed in Berlin.)

Without a way to reproduce it, I'm not sure how to proceed.  Seeing the
output of "perl Build.PL" might reveal more.

I also note it's a pretty ancient version of CPAN::Reporter, which could be
related.
