David Golden said earlier in the thread:  "If the missing prereqs are
detected by CPAN::Reporter, then *no* report should be sent.  (Until we
implement DEPFAIL as we discussed in Berlin.)"

I agree -- by sending FAIL messages without satisfying prereqs, an invalid
report is being sent.
This is very frustrating as many of my distributions are receiving many
failure messages inappropriately, which is polluting the results.
