I recently noticed that the Gimp module overrides the MakeMaker
install target to force UNINST=1 on. This is so unbelievably Evil
that I don't think I need to explain why.

What I'm thinking is that since quietly forcing UNINST is very
dangerous (remember the MiniVend fiasco? While that wasn't caused by
UNINST, its the same idea,) it might be a good idea to add to whatever
automated tests you have (I presume you guys have something) a quick
/UNINST/ check over Makefile.PL. Any occurance of 'UNINST' in
Makefile.PL should call for a human to look at it.

PS I've already sent the Gimp.pm author an email about it.
