Ok, re-tested IO-All-0.31 and it failed inside CPNAPLUS (consistent with tests already on CPAN testers):

So I decide to be a good user and see if I can fix the bug. I download the file, extract it, and run the tests manually:

I am using CPANPLUS 0.499.
