This is partly my fault. The upcoming CPANPLUS-0.04 will not enter codependency loop again; please use http://egb.elixus.org/cpanplus-devel.tar.gz in the meanwhile. The reason of this is because you didn't specify UNINST=1 in the 'makeflags' configuration variable, so the old List-Scalar-Utils in lib/ didn't get removed, thus rendering the site/lib/ one ineffective.
