It does not look like an automatic smoking report on recent uploaded
modules; it is a manual run during regular usage of installing modules
via CPANPLUS, where it may ask for sending reports as the modules are
tested.  A 'cpansmoke -a' will ignore a Makefile.PL-stage error without
prompting the user.

Since the prompt during interactive usage defaults to 'N', CPANPLUS
trusts the user to have enough sense to distinguish between a failed
dependency and a incorrect Makefile.PL.

Maybe I should double-check with the user if she wants to send out
a FAIL on Makefile.PL/make stage.  Would that be safety enough?
