It seems to me that CPANPLUS::I18N is an autogenerated package by
Locale::Maketext::Lexicon. The only references to files named
*/CPANPLUS/I18N/* are in some really unused parts of my hard disk. If
you like, I can send you a Devel::Trace session calling

The tests pass if I call
perl5.10.0 -w -Mblib t/15_CPANPLUS-Shell.t
from command line. So it could be some problem with CPAN::Reporter?
