I just talked with Andreas Koenig who encountered the same problem. It
seems that these temporary files are created by CPAN::Reporter, and of
course this must be regarded as a CPAN::Reporter bug, and not a bug
of yours.

This is new since CPAN.pm version 1.88 or so. In previous CPAN.pm versions
there was a risk that parallel running CPAN shells could disturb each
other. With the random string in the directory name there is no such
risk anymore. It looks somewhat ugly, but I think it's rather harmless.
