Dumb me... I guess I just got to excited with the multiple-key scheme...
It really makes no difference whether I have one or a billion keys to
the same secret, since these keys will only be able to unlock cyphertext
from one public key.

You don't need an algorithm. Give everyone a copy of the same key.
