I know I will not be the only one to say this on this list, so let me hurry and say it before others do :-) . It is of course a welcome move for radio to be released from the monopoly of central government, and that now state governments, who have the primary mandate for development activities, can have their own radio. It is going to be very useful in many ways. But let us be very clear that (1) A radio which is set up and run (making programs etc) by a government agency is not a community radio (2) A radio which is for 'informing and educating' people about government schemes, or in fact only 'informing and educating' about anything at all, is not a community radio. Community radio is about community ownership and participation. It will inform and educate them about agriculture to social issues and different government schemes for them. "Bihar will set up its first community radio station for farmers to inform and educate them," Bihar Agriculture Minister Nagmani said here. Decks have been cleared for setting up the community radio station following clearance by the central government and approval of funding for it. Nagmani said that centre had cleared the setting up of a low power transmitter for the community radio station under the Media Support to Agricultural Extension programme. After Jharkhand, it is now the turn of thousands of farmers in rural Bihar to swing to the tunes of the community radio station. The Agriculture Minister said the state government had submitted a proposal to set up four community radio stations but the centre had approved only one at present. "The state government plans to approach the centre again in this connection," he said. Last year the state government had sent the proposal to set up community radio stations for farmers at Barh in Patna district, Hajipur in Vaishali district, Samastipur and Jamui districts. "The first community radio station is likely to be set up in Samastipur, a hub of agriculture and horticulture," an official in the Agriculture Ministry said. The station will transmit to a radius of around 20 km. Initially it will air two to three hours' programme a day. The programmes will be made in the local language to attract more farmers. Community radio is expected to play a positive role in enhancing agriculture development in Bihar. "It will tell farmers how to cope with natural calamities, management of land, water and pesticides in farming and to adopt new methods to increase their earning," Nagmani said. As a consequence, the Ministry of Information of the People's Republic of Bangladesh recently formulated Community Radio Installation, Broadcasting and Operation Policy 2008. Just after the announcement of the policy, BNNRC immediately opened a national help desk in its secretariat and provided all out information and technical support to the community radio initiators. From the community radio related experience, BNNRC feels deep urge that there should be an all out national initiative to train up human resource for the smooth operation of the community radio stations. With this view, BNNRC has set up a Community Radio Academy. From this academy training courses, technical support and research and development support will be given to the community radio stakeholders round the year. In this backdrop, BNNRC is going to arrange a daylong training workshop on "Community Radio: How to Get Started and Keep Going" to be held from 10.00 am to 05.00 pm on Wednesday, 27 August 2008 in Dhaka. The key aspects of the training workshop are; a) Role of community radio in developing life and livelihood of the rural communities and Community Radio Installation, Broadcast and Operation Policy - 2008 b) Concept of technical operation of Community Radio c) Strategy of sustainable work-plan for sustainable operation of community radio The concerned participants from the primarily selected 116 Community Radio initiators will be given preference for attending in this training workshop.The interested community radio initiators in Bangladesh are requested to fill in the prescribed form available in the website (www.bnnrc.net <http://www.bnnrc.net/> ) and send it to BNNRC by 23 August 2008.
