It looks like this file is actually utf-8 instead of latin1. Here's
the CVS version:

http://cream.cvs.sourceforge.net/cream/cream/lang/menu_fr_fr.latin1.vim?view=log

Can anyone else here confirm?

You may have to re-write it in latin1 to fix, I'm not sure of a quick
way to convert "down" from utf-8 to latin1.
