Hopefully the latter. :)  (Since easier to fix)  I appears there is an "S"
missing in your URL, before the date-time-stamp it should be

http://download.eclipse.org/tools/orbit/downloads/drops/S20111201180206/repository/

Of course if you are auto-getting that URL from somewhere then (such as a
Orbit provided map file) then there is a chance that source is wrong and
needs to be fixed, so let us know if that's the case.
