I've filed https://bugs.eclipse.org/bugs/show_bug.cgi?id=373262 on the p2.mirrorsURL issue and https://bugs.eclipse.org/bugs/show_bug.cgi?id=373445 for the p2.index proposal, at least for tracking these issues.
