Good question! I guess CLOSED DUPLICATE is the typical example of CLOSED, which may be used to mark a duplicate whose original isn't yet resolved, which implies that also the duplicate isn't resolved nor verified. OTOH, e.g., the http://wiki.eclipse.org/JDT_Core_Committer_FAQ don't even mention state CLOSED, all goes down the road of RESOLVED -> VERIFIED and that's it.
