Yes it depends on your interpretation of "read only". If you interpret
this to mean "people with eclipse.org file system access can read it",
then we're good. If this is interpreted as public read only access, then
it's not. In any case I see the discussion has now moved into a bug report
so that's a reasonable place to continue it:
